The Furneaux Group Strategic Plan 2004 - 2009
Planning for the future with the Flinders Council.
Working together to build a caring, safe and productive community. It is useful to remind ourselves why we should plan strategically. Apart from the legislative requirement, planning links the various components of local government, such as works, health services, building and development, sports facilities and undertakings like the aerodrome, through a common process.
Strategic planning will establish what service opportunities are desired by our residents, what services presently exist, and what action is necessary to bring about the level of services desired by Council and its community.
Over a number of years several factors have made the implementation of sound strategic planning and management critical. Included in these are:
- Resident's demands for services have changed as the population has become more interested in issues of health, quality of life, and participation in activities;
- The community expects rate increases to be kept to a minimum, but costs of providing services continue to increase;
- The devolution of a number of State and Federal government responsibilities to Local Government without adequate resources to undertake those responsibilities;
- The distribution of resources between groups within the community and across neighbourhood areas can be seen to be inequitable;
- National Competition Policy has placed a greater demand on what we do and how it is done.
- These elements have placed a great deal of pressure on Local Government and make the implementation of sound planning processes imperative.
